MEMORANDUM OF AGREEMENT
ON
AIR FORCE GLOBAL LOGISTICS SUPPORT CENTER
ESTABLISHMENT
1. The America Federation of Government Employees
(AFGE) Council 214 and Air Force Materiel Command (AFMC), hereafter referred to
as the

agreement governs the realignment and/or reassignment of selected AFMC
employees to Air Force Global Logistics Support Center (AFGLSC), a new
3. The DLR transfer shall take place according to the established timetable of the existing Air Force agreement with DLA and under the terms of the “Base Realignment and Closure (BRAC) MOA” of 17 August 2007.
4. Prior to implementing the realignments and/or reassignments, each affected installation will provide a briefing to the local union in sufficient detail to cover the impacts involved. This briefing will include a summary by series and location of the BUEs identified to be realigned or reassigned. Management may provide the briefing prior to final AF-approval of the proposed organizational structure. Prior approval of the AFGLSC concept and the proposed organizational structure has been approved. Should the local union wish to submit bargainable proposals on issues related to the briefings, they will do so consistent with Article 33 of the MLA.
5. The realignment/reassignment of AFMC personnel shall be conducted as follows:
a. Individuals whose job duties and position descriptions (PDs) will not change will be realigned under GLSC.
b. The AFGLSC organization will include more specialized duties in some areas and a different mix of duties in others. For positions that would involve a change of PD, management will issue an installation-wide invitation for volunteers, which will remain open for 5 working days. The announcement will be through an avenue to reach a broad enough audience to attract an appropriate candidate pool. If management chooses to open a vacancy announcement for any GLSC position, the methodology under CANs system will be used, as appropriate, in accordance with AFMAN 36-203. If there are more volunteers than available positions, qualified volunteers will be placed on available positions in order of seniority. If there are fewer volunteers than available positions, qualified volunteers will be placed in inverse order of seniority. Volunteers will be used to replace non-volunteers. Displaced non-volunteers will be placed onto those positions vacated by qualified volunteers.
6. In the spirit of partnership, the Union and Management agree to keep each other informed throughout the AFGLSC standup and work together to address unforeseen issues that may arise during implementation or concerns over compliance with this MOA. All remedies available under the MLA or 5 U.S.C. 71 will remain available to the parties if concerns cannot be cooperatively resolved.
